urf well you could try on usb 2 ports makemkv is unlikely to exceed the bandwidth unless you are using the speed unlock on the lg/asus drives

Usually steps to try and fix that are
Change DNS
Check firewall and geoblocking settings make sure Russia is not blocked
Use a vpn
