Does Purchase MakeMKV Require Online Activation?
I searched and didn't get a current, conclusive answer to my query. I am more than happy to spend the $50 for a permanent key, I just wonder if MakeMKV requires online activation/validation as I don't have internet at my apartment. Any help is appreciated. Thank you.

No, it does not require online activation, and can work just fine without an internet connection.
The exception to that is if you get a disk that has BD+ encryption that was not known at the time the version you're running was created; after-the-fact BD+ versions are handled (usually) through "SVQ" files that are downloaded as needed. THAT would require an internet connection, at the start of the rip. You can find out more about this here: /svq/
You can also disable the check-for-new-version done at start-up, in the Preferences->General menu. This also disables automatic downloading of SVQ files, if turned off.
