MakeMKV reporting incorrect video parameters

Apologies if this has been asked previously but...

Why does MakeMKV report the incorrect parameters for some video tracks?

For example, I just ripped the Director's Cut of "Lock, Stock And Two Smoking Barrels" (1998) from DVD and MakeMKV set the parameters of the video track to...

Mpeg2 720x480i NTSC (173336 frames @ 29.970 fps (Constant) = 02:00:01.060533333)

...but the video frame size is actually 853x480 pixels (as reported by my video editing suite), which equals an Aspect Ratio of 1.78:1 (or 16:9).

It certainly isn't 720x480, which comes out to an AR of 1.50:1 (or 3:2 if you prefer). I believe an AR of 3:2 was the old "NTSC DTV" standard but that shouldn't apply to this title?

And before you ask, no, it isn't a square-looking picture with black bars at the sides. It plays as a typical non-anamorphic, full-frame (ie. no black bars), widescreen movie. And the problem is not just with this title, I've been noticing it with heaps of other titles as well.

And there's also something hinky with the above as 173336 frames divided by 29.970 fps should equal a runtime of 01:36:23, not 02:00:01 (the movie definitely runs 02:00:01).

So either the frame-count is wrong, or the frame-rate is wrong. If the frame-count is correct (which I tend to believe) then 173336 frames to a runtime of 02:00:01 comes out to roughly 24 fps, not 29.970.

Is this FPS inconsistency something to do with the interlacing? (Although, if that were the case, I'd expect the numbers to double, not just increase by 20%.)

Are these parameters set incorrectly on the disc and MakeMKV is just repeating the mistake, or is something going wrong within MakeMKV itself?

According to the standards written at https://en.wikipedia.org/wiki/DVD-Video a commercial DVD cannot have a resolution of 853x480, so I would assume that this is the display or storage aspect ratio.

Also according to Wiki the movie you mentioned either has runtime of 106 or 120 (directors cut) minutes, so if you have the directors cut, the displayed length of 2 hours would be correct, though as suspected the frame rate might be wrong then.

I remember reading something that MakeMKV takes the information about the video format from the IFO file, and not from the video file itself (or was it the other way around?)

What does e.g. MediaInfo says to the ripped mkv file?

..I compiled using MediaInfo.

My video editing suite says the actual resolution of this video is 853x480 and if I drop the file into the Info tab of MKVToolNix it also says 853x480 (but directly above that it also says 720x480, so I think it may be displaying both the specified resolution and the actual resolution).
