Hello, I am deaf, so I relied a lot on CC (close captioned) feature and English subtitle to watch the movies.
I noticed that during MakeMKV converting, the CC is stripped out, no longer available to be viewed.
I use VLC media player to watch DVD and Blu-ray movies with CC working properly; however after converted these films into file, CC no longer listed nor working.

True closed caption is part of the video stream, and not a separate track. However, not all players can handle CC streams. And it is a known limitation of most versions of handbrake (possibly all; I haven't asked recently) that the CC track disappears when you process the video.
You might have the same information available in a subtitle track. Subtitles, though, operate differently from CC, as I'm sure you've seen.
