Yes, you'll get Dolby Vision with P7 mkv. However in case of FEL, this layer is disregarded and only BL and RPU will be processed.
RTD1619DR based players simply lack a second HEVC decoder.

I have limited experience with the tool, but have you checked out FFmpeg Batch AV Converter ? If you can't achieve your goal in one batch run, two or three would still be better than converting every mkv manually.

Shana can batch recode Atmos to AC3 for mkv files. However I don't know if it supports reading from and writing to LAN.

I don't think "high-end Android" is required. There are many other players that are perfectly capable of playing MVC.
Outdated types are dirt cheap. Buddy of mine got a Mede8er 600X3D (no 4K) in good condition for 5 euros at some thriftstore. Already having one, he just couldn't say no.
