If this really is a kernel bug, then it should be filed at https://bugzilla.kernel.org/ by someone who is experiencing it (i.e., has the most available information) so that the kernel developers at least know there is a problem.

I take it back. Only The Fellowship of the Ring merged correctly. Both The Two Towers and The Return of the King had different private data in the h264 track.

With Blu-Rays, regions are implemented in software instead of hardware. Makemkv obviously does not implement this anti-feature. So any drive should work with all regions. In fact Makemkv is usually able to circumvent DVD regions on single region drives.

Yes, on linux, the key is stored in ~/.MakeMKV/settings.conf. Add/replace the line
On windows the same thing is stored in the registry as a string at

If you have already tried carefully cleaning the disc, you might want to try an old version (1.8.7) of MakeMKV as some of the more recent changes have had disruptive consequences on some discs.
