I got the same message. Deleted 1.14.1.exe from my system via the quarantine clean-up, then came back today and re-downloaded the file. As soon as the file completed the download (Widows O/S) I re-scanned it. No errors presented.
Then I ran the installer. It went fine.
So I don't know what was causing the issue before, but as of today it has cleared up for me.

It seems Microsoft has changed its mind.
VirusTotal no longer lists Microsoft as engine showing issues on that file. Today, I uploaded the file (v.1.14.1) to their Online Scanner and it was clean there, too:

Therefore Microsoft no longer deletes the file on my machine (and neither does that for the new version 1.14.2)
