Makemkv works on one computer but not the other.

I was trying to rip The Rise of Skywalker 4K and it works when I rip it on my laptop but on my desktop with the same version of makemkv it fails to open the disc. I am using the same external drive on both. Why would my laptop open it but not my desktop? I am guessing it has something to do with hashkeys. Is there a way to update the version on my desktop? I uninstalled it and reinstalled it but no change.

Parts of MakeMKV, such as the hash keys for decoding UHD disks, are downloaded as needed. If one computer has access to internet and the other has it blocked, that would account for differences in how things work.

Enable debug logging (if you haven't already), and check to see if there are any messages about not being able to update the hash keys.

enable contacting web server for updates or stop the program that is blocking your downloads.
or copy private data.tar from your laptop to your desktop and replace it

And this is assuming that the same version of Windows is on both PCs. All it takes a non standard cd rom driver in windows to cause big problems!
If there’s a question what you want is cdrom.sys dated 2006?
