LG WH16NS40 Won't Read Discs

I bought a used LG WH16NS40, and I can't get it to read any discs. I'm not sure if it might be fixable, or if it's just dead. It doesn't look like it spins up discs, and it won't read Blu Rays or CDs. It just says no disc inserted. It makes a short buzzing sound when I insert a disc.
