AV sync issue at 0:00:00 with 0 frames dropped seems to hang MakeMKV

I'm having a problem with a disc that has several titles with an AV sync issue at the beginning of the titles. It's a small 9ms skew and 0 frames dropped. The output filesize starts and remains around 3.3k for all the titles and no saving status ever gets updated. I've let it run for up to 10 minutes with no change. Below is a screen shot showing one example after letting it run for about 3.5 minutes. While this is processing there is plenty of DVD read activity, but no errors are produced and no output is produced. Is it possible that dropping 0 frames is problematic? The disc seems to be reading fine with no anomalies when played with VLC player. Thanks. Any help/thoughts would be appreciated.
